AKTAV (Amasya the Conservation of Culture and Natural
Existence cognizant)
AKTAV (Amasya the Conservation of Culture and Natural Existence cognizant)
is the another example to be showed as a civil-local organization which is
very important in protecting the historical and cultural tissue. It was
established in 1996 and its goal is described like this:
“To protect, repair, introduce, serve them for culture and history and carry
the buildings which are important with the historical and cultural sides in
the borders of Amasya to the next generations in a more healthy way.”
Besides the buildings which are important with the historical and cultural
sides in the borders of Amasya,there is also another special explanation
mentioned about the Ottaman houses along the river side at the 3.4th item of
the promissory note and it is like that:
“Making repairments, restoration, replacing, to make new constructions, preparing
project and plans for this aim, making practises to offer the competent
authority;in order to gain new functions to the Ottaman houses along the
river side located to Hatuniye and Nergiz quarters in the city centre.”
When the promissory note of AKTAV(Amasya the Conservation of Culture and
Natural Existence cognizant)it is seen that the great participation of
public and the solution of financial problems in the period of conservation
are aimed beyond just being a civil-local organization.At the promissory
note,from the explanations about the saving that is aimed to reach by the
cognizant and the decleration of property and income sources is understood
that local graded sources and supplying finances are made without depending
on the served possibilty about the conservation by the central management.
When the founder members of the cognizant are observed it is easily
understood that it has a great fan which is formed by the governor,the civil
superior of the city,chiefs,and the people from different types of jobs(dentists,reporter,and
etc.) so this construction meets us as the sign of a great effort about the
participation in Amasya at the time trying to make alive the method and the
thougts in the period of conservation of historical and cultural values.
To realize these aims;
1. The solutions have been tried to produce for the problems of
quarters and the people living in registered houses, the needs of the people
are identified with organizing the meetings with the local public.
2. The woodwork institution is opened in Hatuniye quarter in order to
support the simple repairments of the Ottaman houses along the riverside.
3. The national and international meetings are organized.
4. The businessmen and the politics from Amasya are encouraged to buy
the houses and the repairment, restoration and the technical support are
given by AKTAV(Amasya the Conservation of Culture and Natural Existence
cognizant).
5. The AKTAV Construction Company was established in 1999 since the
financial movement of the cognizant is limited. This company prepared the
Project and made the construction of the wandering area along the riverside
to make feel beter the tissue of the city. It also made the side dressing to
the reinforced concrete buildings for the sake of historical tissue of the
city in the coverage of YABEP.
6. During the globalization in1990s,it affected the local and
regional dynamics. The increasing environment problems showed us the
importance of the understanding about participating and balanced development.
As a result of it,the concept of the continuebility took its place as an
important dimension in the identification of regional strategies.
In the developing conscious of conservation the historical castle walls, houses, bridges,
in short removing of the harms of the irregular regime of Yesilýrmak on the
historical tissue, preventing the erosion,tourism’s being an important factor
on the protecting of the historical and cultural environment, tourism’s
having regional characteristics, the needs of reaching the national and
international finance resources to protect and develop the historical and
touristic values have required a catchment area planning. YEÞÝLIRMAK
DEVELOPING CATCHMENT AREA PROJECT is appeared since the preparing projects
should be dependent on the catchment area andthe governors of the 5 cities
(Amasya, Çorum, Tokat, Samsun, Yozgat) came together in 1997 and established
the PROGRESS UNION of YEÞÝLIRMAK CATCHMENT AREA, centered with Amasya.
7. The international meeting which is held once in four years since
1997 by international worknet named as "Culture and Human in the Structural
Frame", second of these meetings(THE INTERNATIONAL SECOND SEMPOSIUM OF IAPS-CSBE
WORKNET –THE TRADITIONAL ENVIRONMENTS IN THE NEW THOUSAND YEAR:PRINCIBLES
AND PRACTISES) was held in Amasya by the cooperative Works of Amasya
governership, Amasya municipality, Architecture Faculty of Ýstanbul Technical
university,the Çekül cognizant and AKTAV(Amasya the Conservation of Culture
and Natural Existence cognizant) in 20-23rd June, 2001. 93 different speakers
from 15 countries, the specialists of architecture, town planning,
psychology, sociology, anthropology were attended to this meeting and the
accumulation of Turkey was explained by our scientists.
During this semposium, the changing and development of Amasya which reaches
present with its traditional environment and natural and cultural existence,
the period of protecting and keeping alive the cultural and historical
values, the arrangement of the sources and opportunities that can be used
for this goal, the necessary institutional and manegerial works are examined
from different dimensions. Meanwhile, the evaluations and suggestions made
in semposium became a former step for "Amasya conservation and lived
international project".
8. Especially in recent years, the researhes are made and have been
making at the bachelor’s degree with the academicians come from America,
Japan and Europe about the traditional city tissue and traditional life
style. Also the architecture,city and region planning departments of the ITU
(Ýstanbul Technical University) ODTÜ (middle-east Technical University), KTU
( the Blacksea Technical University) make their education training at the
bachelor’s and high bachelor’s degree mostly in our city. It should also be
emphasized that architecture faculty which will be established in Amasya,
will be the introduction base of these academic Works and searches.
9. The other important activity which should be mentioned that the
public improvements plan aiming conservation of Amasya.Amasya had a long
education period, its aim is to be read and understood by the regional
dynamics, it isn’t prepared just not to be made the conservation plan.In the
terms of it, analysis work must be done on the whole regional tissue of the
city not to be done on SIT areas in the city improvements plan. Although the
plan is protective in its inside, it is important to become a United whole
with its environment, can be changeble in front of the passing time, it
should be elastic but also respectful to the authentic quarter
characteristics of the city.
The city improvements plan aiming the conservation of Amasya, as it is
becoming a United whole, updated with the improvements of the city life and
all job branches in the city, it also based upon the conservation of
cultural values and cultural tourism.
The plan’s cultural politics come to the fore and it should be useful
continiously but it also includes the dimension of time, Amasya’s original
geography, topography, climate and the life standarts should be the
synthesis of the historical accumulation of the city.
10. Because of the governorship of Amasya’s giving the value and
importane to the restoration and conservation in the frames of the
conservation conscious, in order to meet the trained staff needs,it brought
into force "the restoration and conservation training project" in the
extention of ISKUR Active Manpower Donation Programme with the supports of
UN committee and Turkish Republic and trained 32 people. the Project will be
finished in December, 2005 and 32 trained people in the restoration and
conservation will be added to the region.
